Hi guys!
Will you tell me what the difference is between the verb used in these two sentences?

The modern army can't afford to be slowed up with heavy baggage.
The modern army can't afford to be slowed down with heavy baggage.


I could find "slowe down" in my dictionary, but not the former one which was used in an english context.
Any comment is greatly appreciated in advance!
